I've never had an issue with speed unless I'm routing it through tor or multiple servers and since they don't enforce a speed limit I can (almost) fully utilize my 250/100 connection without a problem (with a small decrease since it isn't as much of a direct route to the server, but hey, they're doing what they can). It's based in Switzerland which is known for its good privacy regulations. I use ProtonVPN and think it's really good.
